Sowing perversion
Sembrando Vida (Sowing Life), a governmental reforestation program in Mexico, offered landowners a couple hundred dollars a month to plant trees on their land. It caused the loss of a forest area the size of New York City as farmers were quick to clear their plots in order to make space for the new saplings. Further proof that good intentions and lofty slogans are fertile ground for perverse incentives, more than Vida.
